Victory! Brazil Bans Animal Testing of Cosmetics. What does this mean?

The End of the Cruel Age

Brazil’s Chamber of Deputies approved a basic bill banning cosmetic testing on live vertebrates. President Luiz Inácio Lula da Silva signed this important law into law on July 30, 2025, marking a new, compassionate chapter for the nation.

The new law amends Law 11.794/08, making it clear that data from animal testing will no longer be used to authorize the marketing of these products or their ingredients.

Although products and ingredients that were tested on animals before the law went into effect can still be distributed, all new products are now protected. There will be a two-year period for the regulatory agencies to fully implement the alternative testing methods.

That’s What Prohibition Doesn’t Do

Although this is a monumental victory, it is important to understand the difference. The ban prevents animal testing within Brazil, but it does not mean that all cosmetic products sold in Brazil will now be cruelty-free.

Unfortunately, companies can still sell products in Brazil that have been tested on animals in other parts of the world, if that testing is done to comply with the laws of other countries.

That’s the case with many bans on animal testing around the world, and that’s why cruelty-free consumers should continue to be lazy when it comes to our purchases. We must continue to hold companies accountable and demand an end to this practice worldwide.

No More False “Cruelty Free” Claims.

One of the most powerful aspects of this new law is its crackdown on deceptive advertising. Any company that relies on animal testing data conducted after the ban is expressly prohibited from using claims such as “not tested on animals” or “cruelty-free” on their labels.

This means that, if the product is tested on animals in countries that require animal testing, the company cannot claim that it is cruelty-free. The same applies to non-cosmetic products that are tested on animals.

A word from our partners

This victory was a collective effort, and the motivation of the advocates was a great help. As Camila Cortínez, General Director of Te Protejo, emphatically states:

“With this law, we can prevent hundreds of thousands of animals from being cruelly tested in Brazil, practices that have already been overcome with modern methods that do not require people to live.”

This is the crux of the matter – to go beyond the cruel, old ways and embrace modern, humane science.

The ban on animal testing in Latin America

With this decision, Brazil joins the growing list of compassionate nations that have said NO to cosmetic animal testing. It now stands alongside other Latin American leaders such as Chile, Mexico, and Colombia, as well as more than 40 other countries around the world that have imposed similar bans.

This proves that the world is waking up, due to consumer demand, scientific development, and the work of animal rights organizations around the world.
